Samuel Jarvis

He is a Lecturer in International Relations at York St John University and has previously worked as a Research Fellow at the University of Leeds and as a Teaching Fellow at the University of Southampton. He is author of “The Limits of Common Humanity: Motivating the Responsibility to Protect in a Changing Global Order” published by McGill Queen’s University Press in 2022. His latest research focuses on the political dynamics of the UN Security Council and in particular, the evolution of the UN Security Council’s response to new and emerging threats to international peace and security.

He has previously worked on a British Academy funded project that explored the UK’s role and reputation as a permanent member of the UN Security Council after the decision to leave the European Union. The project examined how the UK’s status and diplomacy as a permanent member were perceived by other members of the UN Security Council. This research fed into broader debates concerning the UK’s role in peacekeeping, international development and international security, following the decision to leave the EU. He co-authored the report “Global Britain in the United Nations” which was launched in Westminster by the All-Party Parliamentary Group on the United Nations and was covered by media outlets including the Guardian and the Economist.

Samuel will speak on the current challenges facing the UN Security Council in light of one of its permanent members invading Ukraine and the fallout from the on-going conflict. What effect has this had on the authority of the Council and its deliberations? Has Russia`s actions in Ukraine further weakened the Council – given the fact that it has always received very poor publicity because of its veto power? How is the role of the UN perceived in the current international climate – has it any legitimacy or influence in resolving ongoing issues e.g in Yemen, Mali, DRC, Syria, Sudan and Ethiopia? Has the international community, especially the UN failed to bring about just peace and security in these areas of conflict? In response to these key questions, Samuel will take stock of the Council’s overall performance in 2022 and reflect on the key challenges the Security Council faces in the coming months.
